History The history of the WRO The motive of the establishment of the WRO is Mr. J. David Webb¡¯s rehabilitation spirit. Webb is a vice president of Trust Company Bank and is also the challenged. Mr. Webb founded Center for Rehabilitation Technology (CRT) in Georgia, U. S. A. and Jimmy Carter, the past President of the United States America, also participated in CRT. The WRO have been prepared for establishment by Jung-Sun Kim, president of National Defense and Economy Strategy Institute, a non-profit organization, financially supported by the Ministry of Defense of South Korea from 1987 until now. But the WRO was not established due to unfavorable conditions in the past. To introduce the WRO to the UN, Mr. Kim originally proposed the establishment of the rehabilitation institute to the Government of Rho Tae-Woo, but that was rejected. Also, Mr. Kim urged to the Government of Kim Young-Sam the necessity for the honest rehabilitation policy and contributed to the press. However, All his attempts ignored because of consciousness about rehabilitation. These days, Kim Dae-Jung, the President of South Korea, is very interested in the rights of the physically and mentally challenged. The President also said the government is drawing up a variety of reform bills, including those for an anticorruption act, human rights act, law for compensating democracy activists and assisting the challenged. In such a social mood, we are favorably progressing in the last step of procedure for establishment. The WRO will be introduced to the UN under the continuous and positive participation of the world in 1999. |
