Dear Mr. Jacob Gedleyihlekisa Zuma, the president of the Republic of South Africa:

Thank you for your letter.

You have expressed your deep concerns about the UN World Rehabilitation Organization (WRO) for the future of humanity. The neglected class of people and the disabled in the world would hope for tremendous development of the Republic of South Africa and happiness of your family.

Also, I congratulate you on the Republic of South Africa becoming a non-permanent member of the U.N Security Council. We anticipate that you will be more interested in the welfare of the neglected class of people and the disabled in the world.

Also, I hope that the Republic of South Africa will support us in the agenda of the UN Security Council to let the UN WRO having a history of 10 years become an UN-affiliated organization.

I hope for the prosperous development of the Republic of South Africa.

The UN WRO hereby expresses deep interest in the development of national industry of the Republic of South Africa.

We hope that the UN WRO will be entitled to be the promoter for the order of the construction of a nuclear power plant with respect to the construction of a nuclear power plant whose order is planned to be given to various countries (France, Japan, China, Korea, etc.) according to the national policy of the Republic of South Africa.

If the UN WRO is entitled by the Republic of South Africa to become the promoter with respect to the order of construction of a nuclear power plant, the UN WRO would like to suggest the following for the development of the Republic of South Africa:

1. If there is a request from the Republic of South Africa, we will transfer our technology with respect to the 5th generation satellite information

communication system which is currently in progress with the U.S. government and Australian government. Please, refer to the attached data for more details.

2. If the UN WRO is selected as a promoter, the UN WRO will appoint solely Korea as a negotiating partner country forthe order of construction of a nuclear power plant of the Republic of South Africa.

3. Regarding the above matter, the entire amount of the fund that is formed by the arbitrating role of the UN WRO will be returned as national development fund for national reconstruction project of the Republic of South Africa (expansion of social indirect infrastructure such as education, medical support project for the neglected class of people and low cost housing).

4. In a case where international payment guarantee support for project financing for the construction of a nuclear power plant of the Republic of South Africa is requested, the UN WRO will seek for international cooperation to achieve the national industrial development the Republic of South Africa desires in cooperation with international financing operation programs of the advanced countries including the U.S., Australia, the U.K., etc.

5. Also, when Korea is designated with respect to the order of construction of a nuclear power plant of the Republic of South Africa, the UN WRO will prepare a joint development program plan of the two countries (the Republic of South Africa and Korea) for the high value underground resources of the Republic of South Africa so as to seek for a plan to secure the construction expenses for the nuclear power plant of the Republic of South Africa.

If there is a request from the Republic of South Africa, the UN WRO will prepare and submit a detailed plan within 30 days.

We hope for prosperous national development of the Republic of South Africa again and look forward to hearing from you.
