The following is the outset opinion as to the additions and reasons for correction in the historical background, in terms of the proposal of “the Convention on the Rights of Persons wit Disabilities” recorded during the 56th session of the United Nation’s General Assembly in 2001.

 

 

This is about the statement that discussion on “the Convention on the Rights of Persons with Disabilities” was initiated by Mr. Vincente Fox, the then president of Mexico, during the 56th session of the United Nation’s General Assembly in 2001. Since the existing statement as to “the Convention on the Rights of Persons with Disabilities” has such errors in its historical background as the proposing year(2001) and Proposer (Mr. Vincente Fox, the then president of Mexico), I here by submit this opinion based on the truth in order to correct thos errors.

Concerning “the Convention on the Rights of Persons with Disabilities”, the spirits of the relief of the poor and the underprivileged and throughout the world and the dedication and sacrifice for promoting welfare of the disabled that were intended by the late David Waive, former president of Trust Group located in Atlanta, Georgia, in 1986

 

 

was succeeded to by Mr. Kim Jung Sun, a Korean and Chairman of the World Rehabilitation Organization which is a social welfare foundation located in S. Korea, and Mr. Kim has advocated and delivered the ideas of establishment of (tentatively named) the United Nations’ World Rehabilitation Organization or (tentatively named) the United Nations’ World Organization of Persons with Disabilities and “the Declaration of Rights of Persons with Disabilities”(1~5) in the same form as the UN World Health Organization (WHO) to the United Nations and 198 countries for the last 20 years

Since then the discussion on “the Convention on the Rights of Persons with Disabilities” was initiated by Mr. Vincente Fox, the then president of Mexico, during the 56th session of the United Nation’s General Assembly in 2001…

 

 

 

Not with standing such indication of errors in the historical background as stated above, the representation of the proposing year and proposer of “the Convention on the Rights of Persons with Disabilities” that does not include the premise in the form of additions to the original text will seriously impair the spirits of the UN.

 

 

The government of Mexico that has claimed that the discussion on “the Convention on the Rights of Persons with Disabilities” was initiated by Mr. Vincente Fox, the then president of Mexico, during the 56th session of the United Nation’s General Assembly in 2001 will leave an indelible stain on it sown national credibility, and, if the UN allows this to happen, it also will result in degrading the UN’s reliability status.

 

This is because Mr. Vincente Fox, the then president of Mexico, should have had the premise in the form of additions to the original text or the note (referred above) publicly stipulated in the statement of “the Convention on the Rights of Persons with Disabilities”, which was required to ensurer espect for and dignity of him as a world leader.

 

It is very regretful that the government of Mexico represented that “the Convention on the Rights of Persons with Disabilities” was originated and proposed by Mexico, even if it was not what such internationally respected country as Mexico should do.

 

 

In result, the efforts made by all the countries throughout the world that contributed to the spirits of the UN for a long time and the meaning of existence of such NGOs as have committed to relief of the poor and the underprivileged and throughout the world and promotion of welfare of the disabled will be impaired.

 

 

Accordingly, it will be reasonable that the place at which the headquarter of (tentatively named) the UN World Rehabilitation Organization is to be located shall be either Atlanta, Georgia, the U.S. or Korea both of which are original proposing countries.

 

 

In light of objectives of establishment, spirits and charter of the UN, the U.S., a permanent member of the Security Council, has already the Secretariat which might be called as of heart of the UN in the city of New York.

 

 

I sincerely wish the headquarter of (tentatively named) the UN World Rehabilitation Organization which is a body of the UN will be placed in Korea, and I strongly believe this will best serve the slim structure of such international norms as seeking opening-door policy, human rights and welfare in terms of multinational world view sought by the UN.
